Shri R. P. Gupta is an IAS Officer of 1987 Batch of Gujarat cadre. He did B. Tech. from IIT, Kanpur in Aeronautical Engineering. Apart from working in the field assignments in earlier part of his career as District Development Officer, Municipal Commissioner, District Collector etc., he mainly worked in the field of education, land record and energy at the policy making levels.
He worked in the Ministry of Coal for about two and a half years and in Energy Department in the State of Gujarat. He also worked as Secretary, Department of Food and Civil Supplies dealing with the Public Distribution System (PDS). In this capacity, apart from fully computerizing the PDS right from Fair Price Shop to State Government level, system of biometric authentication was implemented to eliminate the leakages. In this capacity he also dealt with LPG and Kerosene distribution through PDS as cooking and lighting fuel.

Mr. Suresh Chopra has around 35 years of diversified experience in execution of Refining and Petrochemical Projects (both grassroots and brownfield). He joined Indian Oil in 1985 as a Project Engineer. As Executive Director (Projects), he has been closely involved in Strategy formulation and major Project implementation. He was also responsible for successful completion and safe commissioning of various process units & offsite facilities of Indian Oil’s Mega Refinery project at Paradip. Presently he is the anchor person for the ongoing BSVI Quality upgradation projects at various Indian Oil Refineries. Many innovative ideas like tailoring of procurement procedures, design specifications and tendering procedures to match the requirement of fast track projects are being adopted under his stewardship. He has taken lead role in formulation of contractor’s performance evaluation system to tackle the issue of non performing contractors.

Mr. M. Rambabu has a Bachelor’s Degree in Mechanical Engineering from Jawaharlal Nehru Technological University, College of Engineering, Kakinada. He started his career in HPCL in 1981 at Visakh Refinery. Over a span of three and a half decades with the company, he has held various positions in Maintenance, Projects, Materials and Operations departments at Visakh Refinery, Mumbai Refinery and Corporate Office. He had been heading Maintenance and Operations Departments in Mumbai Refinery prior to taking up the present assignment. The majority of his experience has been while working in Maintenance Department and made considerable contribution towards enhancement of reliability of equipment in both the refineries. As a project head he has successfully completed the SPM project at Visakhapatnam.

Dr. Ray received his Doctorate in Chemistry from the University of Pennsylvania. He have spanned fields as diverse as surfactants, oleochemicals, paints, adhesives, textiles, cosmetics, pharmaceuticals, water treatment, energy efficiency, biofuels and renewable energy policy. Mrs Vartika Shukla is an Executive Director (Technical) with Engineers India Limited leading the R&D Centre and Energy Studies. He has 24 years of experience in oil refining and the first batch of engineers and worked through the organization at various capacities in production, process, and project departments. He was involved in the basic process design of the ONGC Mangalore Petrochemicals Ltd( OMPL) a subsidiary of MRPL. He has worked as project manager handling four process-unit projects- PFCCU, HGU, SRU and ETP projects of MRPL’s Phase-3 expansion project. Also worked as the team leader form process engineering for latest BS VI fuel quality implementation project and the refinery expansion studies. Presently he is engaged in planning the configuration of the refinery expansion with petrochemicals, evaluation of various petrochemicals processes. Setting up and developing R&D facilities at MRPL including collaboration programs is another focus area.
